The title of the piece was a little confusing to me. While listening carefully, I figured out something that may justify the name. For example, this piece has nice blues components like a minor pentatonic scale, moving to fourth to assume another minor pentatonic mode, has a nice swing, some bends etc. At the same time, it does not have the I-IV-V7 progression. More over there is an overall a Hawaiian feel that prevails all through. My best guess is that the composer was most likely sitting on Waikiki beach while designing this number and he could not resist the Hawaiian influence on the composition and that is why he/she wanted to "Blame it on Waikiki" for not belonging to any particular genre (Hawaiian vs Blues).
